facepaint looks like that of an osprey.

Hmmm I will have to agree with Edu about the face paint... looks like an osprey talaga. I'm kinda having doubts with the pattern on the wings though so not really sure.
The pattern on the tail of the barred honeybuzzard is very different from the tail of the one in the photo so I don't think it's a barred honeybuzzard. Immatures are hard to identify so let's hope one of the experts can answer this one soon so we can all know :-)
I will copy the photo and show it to the WBCP experts.

Most first-year, large Philippine raptors look rather like this. This should be identifiable! But it may be the first photo of a first-year Pinsker's Hawk eagle. All the other photos I can find are of Philippine Hawk eagle from Luzon. I'd like to see a photo of a young Barred Honey-buzzard, especially of the head. There are many misidentified photos of Phil Hawk eagle, Phil Barred Honeybuzzard and Phil Oriental honey buzzard out on the web though.

Not kienerii. Soaring flight wing profile (especially leading edge) looks wrong for Pernis (and extrapolating from the appearance of the split species celebensis the juvenile steerei probably does not have this sort of head-striping). As far as I can ascertain the juvenile underwing of limnaeetus is slightly different. Gamauf mentions that first-year pinskeri has a black mask from eye to cere, and the culottes have fine buffy striping (a few of which I can see on this bird).
I feel sure enough to give a "probable", in agreement with Des - probably first-year Nisaetus (philippensis) pinskeri.

Having seen the perched up juv Barred Honey Buzzard elsewhere, I think this bird is the same. The head is pigeon-like, and the breast has those teardrop black marks. The legs look rather weak and if I zoom in on them it looks like the feathering doesn't go fully down to the feet.
