Been watching this bird for sometime, I know where it hangs around but it always perch on a makeshift water tank, the BG is not so great. Lately it moves a lot and I spot him on a roof with a tree on BG looks ok for me Photographed in Lagos Nigeria D90+80-400mm VR 1/1000s f8 ISO400 400mm tripod

Is it possible that this is a Woodland Kingfisher instead? (more grayish and less black around the eyes)

Lovely shot, but this is a Woodland Kingfisher, not a Blue-breasted which has both a (faint) blue breast, and a blue nape and sometimes crown. The Blue-breasted are much more secretive than Woodland, and would be very unlikely to be sitting on a water tank in an inhabited area. They are essentially forest birds.
