I have never seen a bird like this but I think it is an immature Chestnut Munia that is moulting into adult plumage. There are 2 examples on OBI, though not as interesting patterns as yours, nor such fluorescent green bills.

I would agree that this is an immature Chestnut Munia moulting into adult plumage. I've seen this coloration many times before when I used to frequent Cartimar to "birdwatch" Philippine birds (in cages though ). Yup! When I was just starting to get interested in birds many years ago, Cartimar and Arranque (and Manila Zoo) are the places I frequent to compare the plates on my DuPont bird guide to actual birds.

Yes, I agree. Des, I leafed through the Restall, and nothing helps us in the text. This is just one of those times that you know what the darn thing is, but that it leaves you with certain questions. My question for this bird is what is with all the white on the upper breast (and more generally, why is this bird not light brownish ventrally, rather than white)?
