its a peregrine falcon - oriental phase if im not mistaken.

The fine barring in the breast and belly tells me it's the resident race of Peregrine Falcon (Falco peregrinus ernesti). The Oriental Hobby has no such barring.

i'd have to agree with peregrine falcon. it was just too far for a positive id on a scope yesterday.
