Greetings!
I come before you to seek your vote and support for KAAKBAY Partylist where I am the First Nominee to Congress.
KAAKBAY was established in February 17, 2001 by a group of professionals, community organizers and former student and youth leaders who bonded together and committed to meaningfully contribute to the development and advancement of the Filipino. KAAKBAY has been popularly cited in its pro-people stance on such issues as the Purchased Power Adjustment (PPA) charges that tremendously increased the cost of household electricity consumption; the Poverty Eradication and Alleviation Certificate Bonds (PEACe Bonds) which unnecessarily increased people’s debt through perceived graft and corrupt undertakings; the Jancom-Vivendi garbage deal that undermined the country’s environmental laws; and the Constitutional Change that proposed another form of government and other amendments that would only perpetuate the ruling administration in power.
During the 2001 and 2004 elections, KAAKBAY implemented its Responsible Voters’ Education Program by training poll watchers and the electorate in intelligent voting and in protecting and safeguarding the sanctity of the people’s votes. As an offshoot of this initiative, it was able to publish the Guide to Pollwatching and Gabay sa Pagbababantay sa Halalan booklets in 2001, 2004 and 2007 elections.
KAAKBAY is also popularly known in environmental conservation and wildlife protection, and in providing quality education to the poorest communities through textbook distributions in the countryside. KAAKBAY Officers have been joining the Wild Bird Club of the Philippines (WBCP) in the conduct of the Philippine Bird Festival and Asian Waterbird Census in Candaba Swamp and other areas for some years now.
I myself is an active and very proud member of the Wild Bird and Nature Photographers of the Philippines, Inc. (WBNPPI) and the PBPF.
On November 12, 2009, KAAKBAY was officially accredited by the Commission on Elections as a sectoral partylist organization representing the marginalized and underprivileged sectors of the Filipino community composed of labor, peasants, fisherfolks, urban poor, indigenous people, elderly, women, youth & students, overseas & government workers, cooperatives, veterans, soldiers & police, barangay officials, drivers & transport workers, teachers, & professionals.
KAAKBAY Partylist’s platform centers on the realization of the Millenium Development Goals (MDGs) – the eradication of extreme poverty and hunger, achieving quality education, realizing universal healthcare services, ensuring environmental sustainability, protecting the marginalized and underprivileged, and combating graft and corruption in government. It will focus itself on budget reforms that will address these needs. Under its environmental program, KAAKBAY will be promoting birdwatching both in eco-tourism and in environmental conservation and will be joining hands with WBCP and WBNPPI in this regard.
I, being the Founding President, have been elected as KAAKBAY Partylist’s First Nominee to Congress. I have previously served in government as an Assistant Secretary in the National Anti-Poverty Commission (NAPC) incharged of the Basic Sectors, Congress and Media. I am also the Secretary-General of the Be Not Afraid Movement (BNA) and was the Founding President of the National Association of Student Councils of the Philippines (NASCOP). I finished my Bachelor’s Degree in Civil Engineering with a Presidential Medallion in 1986. I am a graduate student at the National College of Public Admnistration and Governance in the University of the Philippines (UP-NCPAG). I was born in Gerona, Tarlac, but my mother’s roots can be traced in Burgos, Pangasinan. I currently reside in Matandang Balara, Quezon City.
KAAKBAY Partylist’s Second Nominee to Congress is Professor Leonor Magtolis Briones, the Lead Convenor of Social Watch Philipines (SWP) and Oxfam Ambassador to G-8 (USA, Canada, UK, France, Germany, Russia, Italy, Japan). She is a professor in the National College of Public Admnistration and Governance in the University of the Philippines (UP-NCPAG). She was a former National Treasurer and Chairperson of Silliman University. Prof. Briones hails from Valencia, Negros Oriental in the Visayas.
KAAKBAY’s other Nominees are still being finalized as representations from Mindanao, the Cordilleras and the Labor Sector are still being discussed internally.
Under the partylist system in our country, 20% (about 57 seats) of the entire composition of the House of Representatives, Congress of the Philippines, is allocated for winning partylists. The rest of the 80% comes from District Representatives.
For a partylist to be able to have a seat in Congress, it must garner about 350,000 votes, or about 700,000 votes if it intends to get two seats. KAAKBAY Partylist is aiming to get 1 million votes nationwide in order to send three Representatives in Congress, and to land on the Top 5 winning partylists in order to have the respect and serious attention of the new government. This is our goal and with your help, we hope to achieve this come election day on May 10, 2010.
At the front page of the Official Ballot, the sections for President, Vice President, Senators and Partylist can be found. Only one partylist should be voted. The number of KAAKBAY Partylist is 151 and can be found at the fourth column. In voting for KAAKBAY, the voter has only to shade the oval shape provided before the number 151 and the name KAAKBAY. For easier recall, the voter has only to remember the number 151 as this already represents KAAKBAY.
May I now seek your vote and your endorsement of KAAKBAY Partylist to your family, relatives, friends, collegues, and networks. May I ask for your help in spreading the word that I am running as the First Nominee to Congress of KAAKBAY Partylist and that you are helping me as a fellow photographer, a fellow birder, a collegue and a friend.
