I realize this is rather "after the fact" but this appears to be an immature Black Kite. Common in the main islands here, particularly around the ocean, lakes and rivers. With all of the knowledgable and talented people here I'm rather surprised that no-one here has ID'd yet. I don't quite feel right that my first post is in the ID Forum....
